VISTA CEO to Discuss Compliance with Federal Real Property Executive Order at FPRA Conference in October
VISTA Technology Services, Inc. (VISTA), a leader in facilities infrastructure analysis for government, has accepted an invitation from the Federal Real Property Association to have CEO David Baxa explain the fundamentals of compliance with Executive Order 13327 on Federal Real Property Asset Management (EO13327). The first step, according to Mr. Baxa, is validation of real property inventory data.

EO 13327 requires the federal government to review the approximately 650 million acres of land and 3.5 billion square feet of building floor area it owns or leases, to promote efficient and economical use of these assets and to determine the extent to which excess inventory exists that may be disposed of to improve the federal budget.
Facilities infrastructure analysis provides a comprehensive evaluation of the government’s real property and facility holdings. The first step in the process – which Baxa believes ought to be undertaken immediately – is a validation survey of current key real property inventory data.
“A data validation survey ensures agencies are properly prepared for any additional legislation, policies and standards to be developed for the efficient management of these high value assets as well as disposal of excess inventory,” Baxa explained.
Topics to be covered by Baxa in his presentation to the FRPA include an overview of a four-phase methodology for facilities infrastructure analysis, a discussion of what’s being done in the private sector to create open standards for commercial real estate, and a description of the items addressed in an inventory validation survey. Case studies that address similar issues, including previous rounds of Base Realignment and Closure (BRAC), will provide a perspective on how the military services have already laid a foundation for compliance with the Executive Order.
