McClellan Park (the former McClellan Air Force Base in Sacramento, CA) Sets An Installation

After 63 years of distinguished service to the United States Air Force, McClellan Air Force Base enters a new era as McClellan Park, a thriving corporate community. This base conversion is unlike any other in the country. Over the past 18 months, the unique partnership between the County of Sacramento and its development partner, McClellan Business Park, has seamlessly transformed the base from military use to a private industrial business community.

McClellan Business Park is a collaborative venture between Morgan Stanley Real Estate Funds, Industrial Realty Group, and the management team of Stanford Ranch. Together, these three entities combine the world-class financial, industrial leasing, and development expertise necessary to successfully redevelop and construct up to 16.5 million square feet of space within the 3,000-acre campus of McClellan Park.

Over the last 18 months, McClellan Business Park has leased approximately 2.5 million square feet of space to 67 tenants, creating over 5,000 new jobs. These tenants represent a variety of industries including aircraft manufacturing and maintenance, advanced fiber optic applications, public warehousing and many other high-tech and low-tech businesses. Just today, it was announced that an additional twelve leases totaling over 800,000 square feet have been executed.

Notably, Stuart Lichter, President of Industrial Realty Group and the partner responsible for leasing at McClellan Business Park, has secured three more major tenants: TRW Inc., Flight Options and AmeriCorps. Says Larry Kelley, President of McClellan Park, “The early success we have enjoyed is a result of a leasing partner whose focus is market-driven and customer oriented. Stuart Lichter has done an outstanding job of attracting tenants and creatively matching their needs with our facilities.”

The division of TRW, Electromagnetic Systems Laboratory, (TRW-ESL) relocating to McClellan Park, designs and develops airborne reconnaissance systems, strategic signal processing systems, and telecommunications systems and services for national security, defense, civil government and commercial customers. The company has signed an 11½-year lease at McClellan Park for 160,000 square feet of space and will eventually employ approximately 500 highly paid engineers, technicians and administrative staff. Rick Lapado, Vice President/General Manager of TRW stated, “McClellan Park’s airfield, favorable facility costs, and lower housing costs attracted TRW-ESL from Sunnyvale.” The amenities at McClellan Park include a daycare facility, health club, conference center and hotel, making McClellan Park extremely attractive for the TRW operations and employees.

Flight Options, another new tenant, operates a growing fleet of 90 executive jets in which customers purchase a fractional interest. Customers of Flight Options’ are able to utilize private executive jets to fly nationally and internationally at a lower initial investment with reduced depreciation costs. Flight Options entered into a 20﷓year lease for approximately 40,000 square feet of hangar and office space to serve as its West Coast Regional Maintenance Base and be an active user of the airport facilities. Darnell Martens, Assistant to the Chairman of Flight Options, said, “After exploring almost every general aviation airport from Gilroy to Sacramento, we decided to go with McClellan Park based on the quality of their existing office and hangar facilities, and their outstanding development team. We were also impressed with Sacramento as a terrific place for business and our employees.”

AmeriCorps, part of the National Civilian Community Corps, was established seven years ago as a national program to provide services to communities in need. The AmeriCorps operations are relocating to McClellan Park from San Diego. AmeriCorps is leasing more than 72,000 square feet of dormitory and office space in McClellan Park's conference center complex, and will be employing approximately 250 people at the new campus. Jeff Biel, Director of AmeriCorps commented, “The availability of dormitories, on-site dining, training facilities and state-of-the-art fiber optic telecommunications were critical to our decision to relocate to McClellan Park.”

Stuart Lichter noted, “We are one year ahead of our original leasing projections and currently have another 2 million square feet of prospects. The addition of these three tenants demonstrates the variety of facilities and amenities that McClellan Park has to offer. Additionally, the unique partnership we have with the County of Sacramento and its Redevelopment Agency has proven to be invaluable to our efforts and will continue to be a tremendous asset in the future redevelopment of McClellan Park.”

Leases will come before the Sacramento County Board of Supervisors for approval.

Roger Niello, Sacramento County Board of Supervisors Chair offered, “The private sector activity bringing professional employment and new businesses to our region is exactly what the County of Sacramento envisioned for McClellan Park. I look forward to a new era at McClellan."
