Gary just participated in the "The Oklahoma Society of Land Surveyors (OSLS) 2004 Conference." This conference was held in Tulsa March 11th through 13th.
That was the title of an article you ran in the local newspaper over 20 years ago from a local resident Professional Land Surveyor. This surveyor has been surveying since age 14 and is 54 years old now. He, Gary William Breisch, has lived in Sand Springs since 4th grade at Garfield Elementary. Gary just participated in the "The Oklahoma Society of Land Surveyors (OSLS) 2004 Conference." This conference was held in Tulsa March 11th through 13th. The Land Surveying Profession has advanced much since Gary obtained his license in February of 1981. Most of the time the annual conference is held in OKC but this year we had the privilege of having it in Tulsa. This means that Land Surveyor's and related professionals came from all over the Nation and mostly from all parts of Oklahoma to meet and discuss better ways to serve the public in surveying and mapping. The next Conference is being planned for 2005 at this time to be at the same general time in early March.
By better serving the public, we spend less time in disputes and more time helping people build, improve, and enjoy their land. Gary is currently promoting a Surveyor's Cooperative of Oklahoma to make survey base information more accessible on the Internet, less time consuming, and more accurate for the public land surveying and mapping use.

“Surveying Antique Road Show” - Dr. Richard Elgin
A slide show highlighting the 600-plus piece collection of early American surveying equipment owned by Dr.
Richard Elgin. Dick is a serious collector and researcher of antique equipment. His collection includes a full
range of American compasses, from early (late 18th century) plain compasses through vernier, solar and
late (early 20th century) “railroad” compasses. Also included are transits, beginning with one of the earliest
(Young, c. late 1830’s) and progressing through to a solar transit. Dick’s collection also has in it calculating
devices, pocket compasses, levels, sextants, and one of the five W. & L.E. Gurley dividing engines. In this
slide show, Dick reviews his collection, speaks of his experiences collecting equipment, gives biographical
information about the makers represented, discusses technical aspects of some of the pieces shown, gives
information about the value of such equipment, and gives pointers on how to get started collecting surveying
equipment.

Taxes and the Small Business – F. Van Clinkscales, PLS
Van has his own style when it comes to running a business and he knows what it takes to do so successfully. No matter what state you operate in, that success involves knowing how to collect, pay and submit taxes to various entities and jurisdictions. Taxes that will be discussed are: Payroll taxes, Social Security, state, federal, etc. Even if you aren’t a business owner this seminar will give you insight into what it takes to run a successful business in today’s highly regulated tax market.
The Complaint Process And The State Board –State Board Panel
Everyone who receives the State Board newsletter has seen a registrant listed in the “disciplinary actions” section and wants to know what really went on. Everything that goes on at the State Board is done according to a set of rules and standards that are specified by statute or Administrative Rules. This process if very often misunderstood although there is no secrecy involved. Panel will consist of two Board Members, State Board Attorney, Assistant Attorney General, and the State Board Investigator.

He has also taken part as an expert witness in a wide variety of litigations involving land disputes. Mr. Denny has provided surveying services consisting of horizontal and vertical control, construction, hydrographic, and topographic surveys. Mr. Denny is experienced in managing contracts for the U. S. Army, Corps of Engineers. He is a Professional Land Surveyor in five states.
Oklahoma Minimum Standards –Bruce Pitts, PLS
The standards by which all surveys in Oklahoma are prepared are continually changing. Some changes are minor and do not directly affect our work and some determine how we complete a survey or drawing everyday. OSLS will be recommending some changes in these standards during the 2004 Sunset Review of the State Board. You will need to know what is currently required by these standards so you can better understand what changes need to be made. Mr. Pitts is an adjunct professor at Oklahoma State University and an Emeritus member of the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors.

The Manual of Surveying Instructions Next Edition and the Modern Cadastre The Cadastre effects state policies. The Cadastral is an important but often overlooked system of exerting political and economic control over land. Cadastral Surveys, when conducted correctly, promotes orderly settlement, Justice and domestic Tranquility. The Manual of Instructions for the Survey of the Public Lands of the United States (Manual) describes how cadastral surveys of the Public Land Survey System (PLSS) and federally administer lands are made in conformance to statutory law and its judicial interpretation. The Bureau of Land Management (BLM) believes in the importance of informing the affected entities and individuals that the next edition of the Manual is being prepared. The earliest rules governing the survey of the public lands were issued in manuscript, and in printed circulars dating from 1785. Previous editions of the Manual were issued in 1855, 1864, 1881, 1890, 1894, 1902, 1930, and 1947, with the current edition issued in 1973.
